RALEIGH, N.C.—North State Bank is growing its Government Lending team, announced Director of Government Lending Marty Ferguson. David Harper joins as vice president and SBA business development officer, bringing more than 25 years of experience in financial services, with a specialized focus on SBA and commercial lending.
“David understands the critical role SBA financing plays in strengthening local economies,” said Ferguson. “His relationship-driven approach will further enhance our ability to serve small business owners throughout the Carolinas and beyond.”
Harper’s career spans nearly three decades in commercial real estate and financial services, where he has developed a strong reputation for helping businesses access capital and scale effectively. His expertise in the SBA 504 loan program positions him as an asset to North State Bank’s expanding SBA lending operations.
Prior to joining North State Bank, Harper spent eight years with an SBA 504 Certified Development Company (CDC) in Charleston, South Carolina, where he served as vice president and SBA business development officer. Harper’s banking career includes working at JPMorgan Chase, PNC Bank, and South Carolina Federal Credit Union.
Beyond his professional achievements, Harper is deeply engaged in community and industry organizations. He serves on the Board of Directors for the CLIMB Fund, a South Carolina-based Community Development Financial Institution (CDFI), where he also contributes to the Executive and Loan Committees.
“North State Bank’s values mirror my own—leading with integrity, building trust, and putting people first,” said Harper. “I’m excited to work alongside small business owners, learn their stories, and help them identify the right SBA solutions to support their long-term growth.”
Founded in 2000, North State Bank is an independent, full-service community bank serving Wake and New Hanover counties through seven offices. The Bank operates four unique business line divisions: CommunityPLUS—for community management associations, Government Lending, Mortgage, and a Specialized Lending Group (SLG) serving developers and builders.
